What Is Open Finance in the UAE?

Open Finance in the UAE is a Central Bank of the UAE (CBUAE) framework that lets you securely share your banking and financial data with licensed third parties, and authorise payments on your behalf, through regulated APIs. It extends open banking across lending, insurance and investments, always with your explicit consent.

  • Regulator: CBUAE, delivered under its Financial Infrastructure Transformation (FIT) Programme.
  • Two core rights: data sharing and payment initiation, both requiring the customer's explicit consent.
  • Payment rails: Aani instant payments, operated by Al Etihad Payments, a CBUAE subsidiary.
  • Data protection: personal data handling sits under the UAE PDPL, Federal Decree-Law 45/2021.

The UAE's retail-banking market is unusually well suited to Open Finance. A large expatriate majority holds accounts across several banks, salary-transfer lending is tied to the Wage Protection System (WPS), and many residents juggle a current account with one institution, a card with another and remittances through a third. Open Finance gives these customers, and the licensed firms serving them, a regulated way to bring that fragmented picture together, in Arabic or English, without sharing passwords or handing over PDFs.

What does Open Finance mean in the UAE?

Open Finance is the principle that your financial data belongs to you, not solely to the bank that holds it. When you consent, a CBUAE-licensed provider can retrieve a defined slice of that data, or initiate a payment from your account, through secure application programming interfaces (APIs) rather than screen-scraping or manual statements. Consent is explicit, time-bound and revocable at any point.

In practice, this means a lender assessing your affordability can read your transaction history directly, an insurer can pre-fill a quote, and a budgeting app can show every account on one screen. Because the connection is API-based, the data is structured and current rather than a static snapshot.

How is Open Finance different from open banking?

Open banking, the earlier and narrower idea, focuses on current and savings accounts held at banks: sharing account data and initiating account-to-account payments. Open Finance widens that scope. It reaches beyond banking into lending, insurance, investments and pensions, so a far larger part of a customer's financial life can be connected under one consent framework.

For the UAE specifically, this breadth matters. A resident's financial footprint often spans a mainland bank, an Islamic-finance provider offering Murabaha or Ijara products, and an insurer. Open Finance is designed to link these regulated categories, not just chequing accounts.

Who regulates Open Finance in the UAE?

The CBUAE owns the framework. It licenses the providers, sets the technical and security standards, and operates the underlying infrastructure through Al Etihad Payments, which also runs the Aani instant-payment scheme and the Jaywan domestic card scheme. Any handling of personal data must also respect the UAE Personal Data Protection Law, Federal Decree-Law 45/2021.

This dual footing, financial-conduct rules from the CBUAE plus data-protection duties, means an Open Finance provider must satisfy both a licensing bar and a consent-and-privacy bar before it can touch a customer's information.

What can Open Finance do for customers and businesses?

The framework unlocks concrete capabilities on both sides of a transaction. The table below maps the two core rights to everyday UAE use cases.

Capability

What it enables

Example in the UAE

Data sharing

Read-only access to consented financial data

A bank verifies income directly instead of asking for stamped salary certificates

Payment initiation

Authorise a payment straight from your account

A merchant collects a bill via Aani rather than a card or cheque

Account aggregation

View multiple institutions in one place

An app shows your Emirates NBD, RAKBANK and insurer balances together

Affordability checks

Assess real cash flow for lending decisions

A lender reviews live transaction data alongside the AECB credit report

For businesses, the payoff is faster onboarding, fewer manual documents and richer, consent-backed data for credit and risk decisions. For customers, it is less paperwork and more control over who sees what, and for how long.

Nothing moves without the customer saying yes. Consent under Open Finance is specific, meaning the customer sees exactly which data is shared and for what purpose, and it can be withdrawn. Providers cannot repurpose the data beyond the stated use, and the UAE PDPL governs how that personal data is stored, processed and deleted. Fintechs such as Lean Technologies already operate in this regulated data-connectivity space in the UAE.

How AI helps

Open Finance produces a firehose of structured, consented data, and the advantage goes to firms that can act on it responsibly. The YuVerse Suite applies AI across document processing, credit assessment and customer engagement, so a UAE bank or lender can turn an Open Finance data feed into a decision, or a conversation, without the manual re-keying and document chasing that slows most onboarding journeys today. The result is a materially quicker path from consent to outcome, with a clear audit trail behind every step.

FAQ

Is Open Finance available to everyone in the UAE? Availability rolls out as the CBUAE licenses providers and banks connect their APIs. Any use of your data still depends on your explicit consent, so nothing is shared automatically.

Is Open Finance the same as open banking? No. Open banking covers bank accounts and payments; Open Finance extends the same consent model across lending, insurance, investments and more.

Who can access my financial data under Open Finance? Only providers licensed by the CBUAE, and only the specific data you consent to, for the purpose you approve. You can withdraw consent at any time.

Is my data safe under Open Finance? Access is through secure, regulated APIs rather than password sharing, and personal data handling is governed by the UAE PDPL, Federal Decree-Law 45/2021.

Does Open Finance replace my Emirates ID or UAE Pass for verification? No. Emirates ID and UAE Pass remain your identity credentials; Open Finance handles consent-based financial data and payments, and can sit alongside them.

Can businesses collect payments through Open Finance? Yes. Payment initiation lets a licensed provider trigger a payment from a consenting customer's account, often over the Aani instant-payment rails.
