What Does Digital KYC Compliance Mean for Vietnamese Fintechs?

Digital KYC compliance is the remote equivalent of an in-branch identity check. Instead of a customer visiting a counter with paper documents, a fintech verifies who they are, screens them against sanctions and Politically Exposed Person (PEP) lists, assesses money-laundering risk, and records the whole flow — all digitally.

In Vietnam, the foundation is the Anti-Money Laundering (AML) Law and the SBV's rules on opening and using payment accounts. The SBV permits banks and licensed payment-service providers to open individual accounts by electronic method, applying eKYC in place of face-to-face verification, provided minimum safeguards are met.

Customer due diligence (CDD) is not a one-time gate. It runs across the customer lifecycle — identity must be checked at onboarding and refreshed on a risk-sensitive basis, with ongoing transaction monitoring.

Which Rules Govern eKYC and Digital Identity in Vietnam?

Circular 17/2024/TT-NHNN, effective 1 July 2024, governs the opening and use of payment accounts and tightens electronic onboarding — including cross-checking customer identity against the national population database (Vietnam Law Magazine). Biometric authentication (SBV Decision 2345). Under SBV Decision 2345/QĐ-NHNN, effective 1 July 2024, transfers of ₫10 million or more per transaction — or cumulative transfers above ₫20 million per day — require biometric authentication matched against the national identity database. Customers can authenticate using a chip-based citizen ID card or a VNeID account (Vietnam News).

Data protection (Decree 13/2023 and the PDP Law). Decree 13/2023/ND-CP — the Personal Data Protection Decree (PDPD), effective 1 July 2023 — is Vietnam's first comprehensive data-protection instrument. It distinguishes basic from sensitive personal data, requires a lawful basis and consent, and mandates protective measures (Tilleke & Gibbins). The Personal Data Protection (PDP) Law, passed in 2025 and effective 1 January 2026, builds on the decree with stricter obligations and penalties.

A Practical Digital KYC Workflow

A defensible remote onboarding flow for a Vietnamese fintech typically moves through these stages.

  1. Identity capture. Read the chip-based citizen ID card or pull verified attributes via VNeID, rather than relying on a self-typed name.
  2. Document authentication. Confirm the ID is genuine, unaltered, and matches the national population database.
  3. Liveness and face match. Verify the applicant is a live, present person whose face matches the identity document.
  4. Screening. Check the customer against sanctions lists, PEP databases, and adverse media.
  5. Risk rating. Assign a risk tier that drives whether enhanced due diligence (EDD) is required.
  6. Ongoing monitoring. Refresh the profile and monitor transactions on a risk-sensitive basis.
